Tartarus was the home base of Anubis and where he created his kull warriors.

Tartarus is both a place in Greek mythology, as far below Hades as Hades was beneath the heavens. It is where the Greek Titans bound the cyclops, and later where the eventual gods, led by Zeus, banished the Titans. It is a place for the worst sinners in both Greek and Roman mythologies.
Tartarus was called a murky pit hemmed in by three layers of night. Essentially, it is a version of hell. It came into being in the universe at the same time as Earth, chaos, and Eros.
Geopolitical Structure and History
Tartarus is a volcanic world. A Goa'uld base was propped on the molten and solid rocks that make up the landscape. This location was Anubis's main headquarters. The base remained a secret until use of a zatarc detector on a Kull Warrior made him reveal the planet's location.
The labs here were where a Goa'uld queen remained, creating symbiotes without higher brain functions (7.12 "Evolution Part 2"). These symbiotes helped give life to the Kull Warriors who served Anubis. He created a whole army of the warriors on Tartarus before Samantha Carter, her father Jacob, and Teal'c blew up the lab where the queen stayed.
Despite this setback, Anubis continued to use Tartarus as his headquarters. It was from here he ordered his warriors and fleet to take various actions. He transferred hosts and communicated with Ba'al on his plans to defeat the Replicators (8.16 "Reckoning Part 1", 8.17 "Reckoning Part 2"). When he learned of the Ancient weapon on Dakara, he decided to use it to destroy all life in the Milky Way Galaxy and remake it to his own liking. To get access to the weapon, he sent false intelligence that the bulk of his dwindling armies were regrouping at Tartarus (8.18 "Threads"). When the rebel Jaffa moved in to attack Tartarus, they found the stronghold empty. Anubis had split the Jaffa forces and moved in to Dakara, claiming the weapon as his own.
