Summary
P4M-399 is a tiny planet in a far corner of the Milky Way galaxy, and is apparently the closest planet in this galaxy to the Pegasus galaxy. When the SGC needed to get word to the Atlantis expedition that there was a Trust saboteur in their city, Dr. Bill Lee proposed sending a science team to P4M-399. From there, they could contact the Daedalus using long range communications. The ship would then have to get into range to relay their signal to Atlantis. Gen. Landry ordered the team to go, and the message was relayed in time. P4M-399 was first mentioned in the Stargate Atlantis Episode 2.13 "Critical Mass."
