Summary
Madrona (PX7-941) was the home of the Madronans, a peaceful people. The climate of the planet was controlled by the Touchstone weather device. When missing from the planet, the weather patterns developed into chaos.

Geopolitical and Structural History
Madrona was a planet terraformed approximately 900 years ago. The inhabitants proactively controlled their own climate (2.14 "Touchstone") by using the Touchstone device. The planet was apparently terraformed approximately 900 years ago. From SG-1's initial contact, they described the Madronans as technologically primitive, so they believed the terraforming was done by another alien race. Later, Teal'c described Madrona(s) as a peaceful, advanced society (7.14 "Fallout"). The Madronans certainly had primitive weapons of spears and bows and arrows, but they were generally a peaceful people. This may be an inconsistency, or a further development/understanding of the Madronan culture over the years.
Madrona was dependant upon their Touchstone device (2.14 "Touchstone"). SG-1 was fascinated by the technology. Five weeks after their first mission to PX7-941, they returned to ask to study the device further. To their dismay, the device was stolen, and the Madronans accused them of betraying their trust and stealing the device. SG-1 later determined that the NID under Col. Maybourne was going on missions of their own using the second Stargate from Antarctica, and they had stolen the Touchstone device. While they conducted their investigation on Earth, conditions on Madrona deteriorated. The tropical area near the Stargate had developed into blizzard-like conditions. SG-1's efforts were successful. They returned the Touchstone to the Madronans, and the high priest Roham reset the device. Immediately the climate returned to normal conditions. The Madronans were grateful to SG-1's efforts and said their faith in the SGC was restored; they wished to continue peaceful relations.
Years later, Madrona apparently was still in contact with Stargate Command. The SGC offered this planet a possible location for evacuees of Langara (Jonas Quinn's homeworld) when it was at risk of destruction by the unstable transformation of naquadah into naquadria below the surface of Kelowna (7.14 "Fallout"). Madrona (called Madronas here) was 14,000 light years away...but it is unclear whether this distance was measured from Langara, or from Earth.
The Langaran delegation at first rejected this possibility and proposed separate uninhabited planets for refugees of each of the three countries of Langara: Kelowna, Tirania, and Andari. This counter-proposal was rejected by the SGC as impractical. Going to a world with the resources to help them, such as Madronas, was the best way to save as many people as possible. The delegation finally agreed to send a Langaran three person team to Madronas to investigate its potential as an evacuation site.
However, their continued bickering over how the evacuees from the three countries would be determined frustrated the SGC too much. Jack O'Neill and General Hammond eventually stated that the offer of Madronas was rescinded. As O'Neill put it. "Well, you see, we actually like the Madronans. They're nice people. And we've decided, there's no way we'd subject them to the likes of you. Deal's off. You're toast." Luckily for the people of Jonas's homeworld, the attempt to stop the naquadria transformation on Langara was successful, so evacuation was unnecessary.
