Geopolitical Structure and History
P3C-249 was a base for the rebel Jaffa. Since these Jaffa had left their former gods, some groups came together who previously had considered each other mortal enemies. Old rivalries started cropping up amongst the rebel Jaffa. Colonel Jack O'Neill and Teal'c visited the planet to speak to the leaders and hopefully stop some of the infighting and negotiate an alliance with the SGC.
The negotiations were going fine. Then when O'Neill and Teal'c attempted to make a scheduled radio contact, they realized they couldn't dial out. Several different Stargate addresses were tried, but none would connect.
Dr. Jay Felger had created a computer virus for the DHDs that work the Stargate. Although he intended it to work on just one Stargate in Ba'al's realm, Ba'al had the virus altered so that it affected all of the DHDs. The SGC, with its dialing computer, remained unaffected, so they could dial out, but no one could dial in to any other location...throughout the galaxy.
O'Neill reported this to the SGC via MALP communique when the SGC dialed to the planet. With the Stargate unable to be used, the infighting between the rebel Jaffa reached a boiling point. Accusations of sabotage flew back and forth. One Jaffa sold out the movement and reported the rebels' location to the Goa'uld.
O'Neill was furious when he discovered Felger's virus could have been the cause of this situation, but could not discuss things further because the Stargate began to be under fire from an al'kesh. They were unable to reestablish contact with O'Neill and Teal'c for some time when he was out of range and under fire. Eventually, the SGC contacted them and explained that Maj. Carter and Dr. Felger had gone to Ba'al's planet, P5S-117, to try and fix the problem. O'Neill reported that the al'kesh had landed by this point and sent out search patrols. He and Teal'c were organizing the rebels for a counter-attack. O'Neill was quite concerned that the two scientists were on an enemy planet with no backup.
The rebels' counter-attack was successful. Col. O'Neill and Teal'c used the al'kesh to travel to P5S-117 and provide backup for Major Carter and Dr. Felger. However, with the base location now known to the Goa'uld, the rebel Jaffa evacuated to the Alpha Site.
