Homeworld Security and Earth's Defenses

Summary

Homeworld Security is a new office run by the United States Air Force to oversee Earth's defenses against alien incursion and Lt. Gen. George Hammond was appointed as its first administrator. (8.02 "New Order Part 2") Hammond served as the commander until his retirement a year later, at which point Jack O'Neill took his place. (9.01 "Avalon Part 1")

Commanders

Lt. Gen. George Hammond was appointed as the first administrator of Homeworld Security at the beginning of the eighth year of Stargate Command's operation. Since he had been the commander of Stargate Command (SGC) since the Stargate Program was revitalized after the Goa'uld System Lord Apophis' attack, he was the most qualified person to run the new program. After Hammond's retirement, Maj. Gen. Jack O'Neill became the new commander. O'Neill is the most experienced Stargate traveler to hold this position as the former leader of SG-1 and commander of Stargate Command. Homeworld Command

Homeworld Command has its headquarters in the Pentagon in Washington, D.C. Gen. O'Neill has an office there, a command/map room, and a communications lab. (Stargate Universe: 1.01 "Air Part 1")

Several personnel from Stargate Command have transferred over to Homeworld Command. After 12 years, Chief Master Sergeant Walter Harriman has left the Stargate Technician post to be present in Homeworld's command center. Additionally Dr. Bill Lee, one of the lead scientists behind the development of Earth's version of the Ancient Long-Range Communications Devices, has a place in the communications lab. Programs Administered

The Air Force general heading Homeworld Security reports to the Pentagon (Joint Chiefs) and Washington, D.C. (President), in matters of Earth's defenses. The following programs are included under the Homeworld Security umbrella:

Stargate Command (SGC) is the military and scientific body for the Stargate Program, which administers and maintains the U.S. government-sponsored teams that go through the Stargate. It is housed underground in the Cheyenne Mountain Complex in Colorado, USA. Stargate Command also staffs off-world bases (such as the Alpha Site) and Area 51 (research facility that studies alien technology brought through the Stargate). Currently, Maj. Gen. Hank Landry is the commander of the SGC.
Following the Prometheus 303 program, the Daedalus-Class starships (304 program) went into production. The first was the USS Daedalus, thus giving the class of starships that combine Terran and alien technology (Ancient, Goa'uld, and Asgard) its project name. The USS Daedalus and USS Apollo were assigned primarily to commute between the Milky Way and Pegasus galaxies, but both ships have served in times of need in the Milky Way. Other ships in this class include the USS Odyssey (the most powerful of all of the 304s because of its ZPM and Asgard Computer Core), Korolev (destroyed), Sun Tzu (heavily damaged), and USS George Hammond (formerly the USS Phoenix, but renamed to honor the late Lt. General George Hammond who passed away with a sudden heart attack). Currently known commanders are Col. Steven Caldwell, USS Daedalus; Col. Davidson, USS Odyssey; Col. Abe Ellis, USS Apollo; and Col. Samantha Carter, USS George Hammond. General Vidrine oversees the development of all of Earth's hybrid aircraft, including the F-302 fighters and the former Prometheus prototype (303 program).
The Antarctic Outpost is a defense facility left behind by the Ancients when they took their city-ship Atlantis to the Pegasus Galaxy. It is the site of powerful weapons which led to the destruction of Anubis' attacking fleet. This site was administered by the late Dr. Elizabeth Weir and was studied by an international team of scientists. After the destination of "Atlantis" was discovered by Dr. Daniel Jackson, this international team left the Outpost for the Pegasus Galaxy, leaving a small group of individuals to watch over it. The defense weapons platform housed at the Outpost was moved to Area 51 since having military weapons in Antarctica went against the terms of the Antarctic Treaty. The platform most likely was destroyed when a Wraith hive ship attacked Earth five years after Atlantis was discovered.
The Atlantis Expedition Team was the first Earth group to explore another galaxy. The team left through the Stargate to the eight-symbol address in the Pegasus Galaxy, knowing that their trip could be one-way for a very long time. Their goals were to find a viable power source to connect their Stargate to the one on Earth and to acquire knowledge and technology in the defense of Earth. The international team included scientists and military personnel and was first headed by the late Dr. Elizabeth Weir, then by Col. Samantha Carter, and currently, by the IOA representative Richard Woolsey. After five years in the Pegasus Galaxy, the entire city-ship and the Expedition returned to Earth and is currently sitting cloaked in the Pacific Ocean outside San Francisco Bay.
Originally, the Icarus Base was another off-world base that was under Homeworld Command, but after the Base was lost in an enemy attack, the personnel were stranded billions of lightyears away on the Ancients' exploration starship Destiny. Homeworld Command has the only communications link with these stranded individuals through the use of Earth's version of the Ancient Long-Range Communications Devices. Icarus Base's commander, Col. Everett Young, reports directly to Gen. O'Neill whenever he uses the devices to swap bodies with someone in the Command's communication lab.
